Graduated from Colorado State University 1963.  Attended on a football scholarship coming from Houston, Texas.  Member of Sigma Phi Epsilon fraternity. Graduated from South Texas College of Law, Houston , Texas 1968. Passed the Colorado Bar and sworn in April 1969.

Jim was appointed Assistant Attorney General of Colorado from May 1969 to December 1974. He has been in private practice since 1975, focusing primarily in civil litigation and administrative law. Jim was appointed Douglas County attorney 1981 and served until 1989.

Jim has taught Administrative Law in the para-legal program at Araphahoe Community College and taught Legal writing and administrative law at University of Denver Law School. He is a member of Denver SE Rotary Club. He is married to Martha Hill Kreutz, who is a former State Representative of Colorado, and together have three daughters one of which is a former Denver Magistrate.

He is active in his rotary club, Arapahoe Bar and is a member of Colorado Bar Association
